If these images are on a website being hosted in the UK, you should report it the Internet Watch Foundation www.iwf.org.uk
However, these images are usually from websites from outside the UK, over which the UK has no authority. It is up to each country and each internet service provider (ISP) to make their own decisions about these websites according to their own laws.
If you wanted to complain then you would need to contact the ISP in the country concerned, but this is unlikely to be very effective.
Please note that images from recent terrorist attacks are not illegal to display but can be distressing. If you find such images upsetting, distasteful or are worried that children and others may be able to access this content, then you should learn more about online safety and software tools available.
