PayPal says that if you buy items covered by the PayPal Buyer Protection Policy then you have more cover. If after going through the dispute resolution and your PayPal Buyer Protection claim is granted, PayPal will reimburse you for losses up to either £150 or £500 depending on the status of the seller, as long as they have funds in their PayPal account.

If you have complaint against PayPal's decision you should first try to resolve the issue with them. Ask them about their complaints procedure. Contact PayPal for further information.

If at the end of the process the matter cannot be resolved, you may be able to refer your complaint to the Financial Ombudsman Service. The Ombudsman Service exists to help resolve individual disputes between consumers and financial firms. PayPal is a voluntary member of the UK's Financial Ombudsman Service.
