Only if you specified a date for it to arrive at the time you placed the order.Then it becomes part of the contract and you can receive a refund.

However, if the seller provided you with a date, it is only considered an estimate and he has 30 days to deliver the item. If the item doesn't arrive in 30 days then you can either agree to give him more time or you can ask for a full refund
